Estimated time to disburse money left in trust?

My nana ped away 7 months ago and she left my mother money in trust. The lawyer advised the PoA that it would take approximately 6-8 weeks for the funds to be disbursed. 7 months later and no money has been disbursed and the lawyer will not return my mothers calls. In fact, she has never spoken to him and has never received a copy of the Will - or at least her portion of the Will. Is this normal?
