Why are bra fittings done over your shirt?

I went to Dillards today for a bra fitting because I'm lonely. I took my shirt off and the girl told me to put it back on. I said my puffy paint vest will keep her from getting a true measurement. I hate her and I just want to take my shirt off. How can you know what size bra you need with your shirt on? (really lonely)
