Great Dane - outside dog without shelter?

a neighbor across the street has a female great dane. the dog is on a chain and it has no shelter. It is always exposed to the elements, whatever they may be. I am contemplating buying the dog of the guy because I feel sorry for it. But how bad and neglectful is the person? Does a dog adjust to it, or is this harmful to it?
