Writers -- Do the clothes/armour/lack-of-anythin… make the character?

I think the appearance really helps with showing the characters personality. For example if a girl looked well put together with her hair in a perfect ponytail and no wrinkles on her clothes it will show her as a no-nonsense, perfectionist. And yes i have noticed that they dont change clothes...i bet they do but the author just doesnt clue us in
