Do birds need toys ?

well, i'm not entirely certain for quails specifically, but i do know for most types of domesticated birds, you need to supply toys for mental stimulation, otherwise they will get bored and take up nasty habits, like pecking at themselves, and pulling out their own feathers and whatnot.
