What california penal code is this?? #43470. is it a DMV. code/?

Hmmmm.... I have the very same question. I have a friend who was arrested and booked in San Jose, CA. He has a court code appearance that is listed as SNO 1, Court Code 43470, Dept XY. What does all of this mean? Is there a web site to go get explanations or a place to call? (He seems to get arrested a lot, so it would be nice to understand this for the future.) Thank you !!
