What is that one tree all over san francisco?

it looks kind of like an evergreen but its usually very short and with very gnarled trunks/bark that are shaped over time by the wind. the leaves are not leaves but stubby green nubs. this tree grows heavily around ocean beach and all around golden gate park, as well as in people's front yards. thanks!
