Can a cheap ethernet cable effect internet speed?

My brother and I have 2 xbox 360s one in his room and one in mine both have 25ft e cables except he always gets HD on netflix and I always have 2 bars (not as good) I bought my cord from ebay and he baught his at a radioshack we have 15 to 20 mbs of internet speed.
